A rough translation of the French on the bottom: "Designed and painted entirely by hand, by the Tallec in Paris, France". This piece is by the Atelier, Camille Le Tallec. It is difficult to decipher the code to confirm the date of production; if I'm reading it correctly it could be from the 1940's but it is only a guess!
